Technically support the Ministry of Education and Sports through the established PCU in supervision of construction work across the country.

Qualification, Experience and essential competencies:
• Applicants should possess an Honors Bachelors of Science degree in Civil Engineering or Architecture attained from a recognized university or institution shall be a member of a Professional Body of Engineers or Architects and will possess a Post Graduate Degree in Civil Engineering, Construction Management, or Project Management from a recognized institution.
• It is a pre-requisite that the candidate has at least 8 years of professional experience including working knowledge of the disciplines involved for similar assignments in planning, design and construction supervision of building works Proven technical competence in construction supervision or contractor site management;
• The candidate shall demonstrate qualities of an excellent team player with strong communication and interpersonal skills. Proven strong skills project management
• The candidate shall be fluent in the English language.
• Ability to speak at least one local language in Uganda Proven integrity and confidentiality in handling public resources and in executing duties confirmed by letters from referees.
• Self-motivated individual with the ability to work with minimum supervision
• High level of computer literacy with proven working knowledge of Microsoft office.

• Participate in the development of studies and programs aimed at achieving the company objectives of NNL/NG under the Savanna Corridor pillar of the Tilenga Biodiversity Program which will be focused on increasing the resilience of Bugungu Wildlife Reserve
• Provide support and technical input to the process for identification of an appropriate activities under the Savanna pillar as per agreed annual work programs, budgets and management plan for the reserve
• Support the Biodiversity manager for Rangelands in task force meetings and engagements with Uganda Wildlife Authority, JV Partners, regulatory/lead agencies (NEMA/PAU) and implementing partners
• Provide guidance and support to the biodiversity field organization to ensure oversight of project activities in and around Bugungu Wildlife Reserve are effectively managed in accordance with the mitigation hierarchy
• Contribute to the design, implementation and monitoring of early actions under the savanna corridor in collaboration with selected implementing partners and UWA.
• Support the development of a program of activities which will be designed to reduce pressures from illegal activities through law enforcement improvements, community based natural resource management as well as taking into consideration other uses of the reserve
• Development and review of technical documentation including scopes of work, technical reports, monitoring data and management plans to ensure alignment of objectives
• Contribute as a specialist in the development of the regional cumulative impacts management strategy particularly in relation to savanna habitats
• Support the mapping of conservation activities in and around Bugungu Wildlife Reserve and contribute to stakeholder engagement activities in relation to the Tilenga Biodiversity Program
• Coordinate with other agencies and partners to obtain lessons learned and gain understanding of best practice in relation to protected area management
• Take regular part in gathering data in-line with agreed protocols e.g., species specific monitoring and other surveys and make constructive suggestions on how to improve these as and when appropriate- both directly when in the field, and indirectly when working with partners.
• Help to identify, and devise win-win solutions to, operational/ conservation/ natural resources management and human wildlife conflict issues.
• Help ensure that appropriate specific, realistic, and robust risk assessments are developed for the field team, and by the contractors for their activities, working in conjunction with the relevant Biodiversity Field Superintendent.
• Contribute to producing internal and external publications
• Promote and raise awareness, at all levels of the organisation, of the impact of emerging environmental issues and in particular ones associated with biodiversity, whether legislative or best practice. Train staff at all levels in biodiversity issues and responsibilities.

Qualifications And Required Experience
Qualification:

• Minimum Bachelor of Science in Environmental Conservation, Natural Resources Management, Ecology

Experience:
• At least 5 years professional experience in conservation-based discipline or natural resources management
• Experience in biodiversity offsetting in a large-scale development project is highly desirable.
• Knowledge and demonstrated commitment to protected area management, wildlife conservation and community development
• Thorough knowledge and understanding of national and international requirements and IFC standards,
• Demonstrated ability to think creatively and solve problems effectively.
• Good interpersonal skills with experience in networking with different partners, including those in Govt, privage sector and local community level;
• Thorough knowledge and understanding of national legislation and applicable international good practice e.g., IFC, IUCN Green List, BBOP etc.
• Strong report writing and analytical skills;

The job holder is responsible for:
• Implement TEPUG methodologies and process to comply with CR EP FP 431, ensuring harmonization across the drilling and wells entities.
• Drive for continuous improvement, ensuring that the backlog of initiatives/projects is full and moving forward.
• Deliver well studies to high quality and on time.
• Coach and mentor junior staff
• Adopt and demonstrate an exemplary behavior about HSE rules with associated implementation and control within his area of responsibility. Ensure operations’ compliance with defined standards, Safety, and protection of the environment and by ensuring the application of the Company's Guidelines.
• Development of the Drilling & Well Improvement Process (DWIP) of the Tilenga project, to achieve minimum operation duration and costs within the specific context of the project (factory drilling, learning curve factor, remote and sensitive area), without compromising safety and environment. This includes the implementation of the Improvement Wheel phased with the well delivery cycle (Design, Execution, Measure and Postmortem) and the monitoring (KPIs) of the performance.
• In addition to the continuous improvement process, investigate along with the Drilling & Wells team on technological breakthroughs, different engineering concepts, different operating modes to achieve step changes in performance & cost.
• Participate to the implementation, and update of Blow out Contingency plan, Technological Risk Assessment and Bridging Documents.
• Audits TEPUG wells applications (Wellview, Wellmap, DrillX, etc.) to ensure quality data is available for use.
• Lead wells related studies in support to the well construction and completion team.
• Participate to LEAN and performance communities within the affiliate and HQ to provide means to share best practices within the Drilling and Wells team.
• Liaise with other D&W affiliates methods focal points to identify learning opportunities for implementation in TEPUG.
• Build and share a sustainable performance culture amongst Company and Contractors, critical on the factory drilling environment to achieve lowest operational costs.
• Mentoring Junior staff (local and expatriate).

Qualifications And Required Experience
Qualification
:
• Petroleum Industry MSc (or equivalent professional experience).

Experience:
• A minimum of 7 years of international experience in drilling and or completion engineering.
• 3 years minimum exposure to operations.
• 1 year or more experience in a Method or Digital position is a plus

Activities
• Focal point for Tilenga project activities to be executed under the terms of the TEPU/UWA Cooperation Agreement. This will include organizing meetings, producing minutes and having oversight of activities with UWA in Kampala.
• The job shall also involve having close cooperation with Tilenga Project HSE Manager as well as UWA and TEPU field teams, in addition to:
• Participate in the development of studies and programs aimed at achieving the company objectives of NNL/NG under the Murchison Falls Conservation Program (MFCP) pillar of the Tilenga Biodiversity Program
• Provide support and technical input to the process for identification of an appropriate activities under the MFCP as per agreed annual work programs, budgets and MFNP General Management Plan
• Support the process of updating the MFNP General Management Plan as agreed with UWA
• Support the Biodiversity manager for Rangelands in task force meetings and engagements with Uganda Wildlife Authority, JV Partners, regulatory/lead agencies (NEMA/PAU) and implementing partners
• Provide guidance and support to the biodiversity field organization to ensure oversight of project activities in MFNP are effectively managed in accordance with the mitigation hierarchy
