Job Title: Dean of Students
Salary Scale: M3
Responsible To: Vice Chancellor
Responsible For: Deputy Dean of Students, Chaplains/Imams, Senior Sports Tutor, and Senior Counsellor
Job purpose
To ensure provision of effective and efficient administrative services for the welfare and discipline of students in accordance with the law, University rules and regulations.
Key functions
1. To prepare annual work plans and financial budgets for the Office of the Dean of Students, halls of residence, sports and games, entertainment and directing their implementation.
2. To direct the supervision and control of the halls of residence and all matters related to the accommodation of both resident and non-resident students.
3. To direct the provision of catering, counselling and guidance services and coordinate student leadership and career development events.
4. To direct matters related to the operations of the Students Guild, coordinate, accredit and guide the activities of other student associations in line with policies and regulations of the University.
5. To advise the Vice Chancellor and other University Managers on matters relating to student welfare and discipline.
6. To direct the organisation and management of student sports, games and recreational activities in line with the university budgets.
7. To support the provision of Secretariat services to Committees managing student’s affairs.
8. To manage and assess the performance of staff in the Office of the Dean of Students.
9. To mentor, coach and counsel staff of the Office of the Dean of Students.
10. To liaise with the various religious leaders in support of student’s spiritual wellbeing.
11. To liaise with University Managers for the delivery of welfare services to students including health and sanitation.
12. To accredit and advise on student accommodation outside the University campus and liaise between hostel owners and students for provision of acceptable services.

Person specification
a) Qualifications
1. A Master’s degree in either Education Planning and Management, Human Resource Management, Counselling and Psychology, Psychology and Sociology from a recognized university.
2. Must possess a Bachelor’s degree in either Education, Arts (Social Sciences),
Psychology, Social Work and Social Administration from a recognised Institution.
b) Competencies
1. Should have high level of integrity with excellent communication, leadership and people skills.
2. Should have the ability to understand student behavioural patterns, group dynamics and inspire disciplined behaviour.
3. Should have emotional intelligence and the ability to critically analyze divergent student issues, problems, act proactively and concretise or establish appropriate solutions.
4. Should have proven ability to manage teams and transfer skills and knowledge to others through formal training and technical support.
5. Should have broad knowledge about University procedures and regulations relating to student affairs.
6. Should have broad knowledge of the process and practice of arbitration, mediation and facilitating negotiation.
7. Should have the ability to develop and establish extensive medium and long-term objectives, goals, strategies and a course of action to accomplish requirements of the University relating to student’s affairs.
8. Should be computer literate, with good working knowledge of standard office documentation software and conversant with the application of social media networks.
9. Should have the ability to sustain change and positively balance the combination of human resources, financial resources, and technology and change processes to realise the University’s strategic objectives.
10. Should have the ability to plan, analyse and manage finances.
c) Experience
At least ten (10) years working experience in Institutions of Higher learning preferably in students’ welfare, five (5) of which should have been at senior management level that is, the position of Deputy Dean of Students and above.
d) Age Limit
Should be between 40 and 55 years of age at the time of application.
General terms for the above posts
1.appointment
In accordance with the Universities and Other Tertiary Institutions Act, 2001 (as amended), the successful candidate shall be appointed on contract for five years and shall be eligible for re-appointment in accordance with the provision in the Human Resources Manual.
2. Remuneration
An attractive remuneration package shall be paid in accordance with the University terms and conditions of service.
3. Employment contract
Upon acceptance of the job offer, the successful candidate will be required to sign a contract of employment with the University setting out the terms and conditions of employment.
4. Performance outputs and targets
The successful candidate shall sign a five (5) year performance contract implemented through annual performance agreements stipulating his or her performance outputs and targets.
5. Performance reviews
In July every financial year, the University shall undertake annual reviews of the officer’s performance which will cover progress towards the achieving of outputs and targets.

Key Duties and Responsibilities
• Supervising and providing technical support to the teachers.
• Attend stakeholders’ meetings and PTA/BOG meetings.
• Ensure discipline in the school under teacher’s code of conduct and relevant WIU/UNHCR policies.
• Carryout continuous assessment and evaluation of teacher’s performance
• Ensure that there is continuous assessment of learners
• Promote quality teaching and safe learning environment for learners
• Coordinate with the District Education Office and Windle International Uganda field office.
• Keep records and manage all the data of the school
• Conduct regular meetings with teachers
• Mobilization/sensitization of the community on Education
• Carry out continuous assessment and evaluation of performance of learners
• Guide and counsel learners
• Responsible for the day to day administration of the school
• Perform any other task as may be assigned by the school authority
Qualifications
• Minimum of Bachelor Degree in Education (Masters or Post Graduate Diploma is an added advantage)

• At least two years’ experience in school administration.
• Applicants should be highly motivated individuals willing to work in a refugee settlement.

Reports to: The Principal
Duties and responsibilities:
• Intuitively prepares the schemes of work and lesson plans in line with approved curriculum.
• Contribute significantly and regularly to the teaching programs of the department and the entire Institution.
• Prepare and deliver suitable, quality course material for students, in an efficient and timely manner.
• Regularly set and mark assessments in accordance with the existing vocational and Ministry of
• Education standards; also responsible for administering external national examinations/assessments from DIT/BTVET.
• Prepare departmental reports, records of work, and submit the same for inspection.
• Undertake the recording of student attendances, in an efficient and timely manner.
• Exercise care in the use of training materials.
• Recommend the purchase of appropriate books, audio-visual materials, software, equipment, training materials and other materials relevant to the department.
• Keep and maintain departmental records / inventory (Registers, records of work, progress reports, financial records and equipment.)
• Provide guidance and counselling for students.
• Participate in co-curricular activities of the institution.

Experience, Qualifications and Skills:
• National/ Ordinary Diploma in Agriculture specializing in Animal Health/ Crop production management or Diploma in Vocational Studies in Agriculture with Education.
• National Certificate/ Stage two Certificate in Agriculture.
• Certificate in Instructor and Technical Teacher Education required for Diploma holders.
• Must be registered with the Ministry of Education and sports.
• Minimum of 2 years of experience as a Tutor/Instructor in an accredited Technical Institute or a Technician/ Agricultural Assistant in a busy company or Farm.
• Knowledge or prior exposure to humanitarian operations is also an added advantage
